I have the honour to request your approval to the grant to the Lok Shin Tong, subject to the general and special conditions, copies of which are enclosed, of an area of land comprising some 8,250 square feet at the junction of Lung Kong Road and Carpenter Road, Kowloon City, without premium and at a nominal Crown rent of $1.00 per annum, for the purpose of erecting a school.

The Lok Shin Tong is a well-known charitable organisation established about 70 years ago. Before the war it maintained two free schools, gave free medical treatment and medicine, and granted free coffins and clothing to the poor, Since September, 1946, the Tong has been trying to revive its activities, and one of its first objects is to reopen a free school to accommodate about 300 poor children.
3. Mr. Tam Kit Sang, who has signed the memorandum of agreement, is the chairman of the Lok Shin Tong, and I am satisfied that he is authorised to execute the conditions of the grant on their behalf.

I am satisfied that this proposed school will fulfil a useful purpose and that the grant of this site at a nominal rent is justified.
